The Enna area plan is also quite outdated, dating back to 2002, yet the water supply situation in the province is far more favorable than in the rest of Sicily. According to available data, albeit dating back 24 years, the average rate of apparent losses across the province (calculated as the ratio between the difference in volumes fed into the network and volumes billed) ranged from 39% to 43%. This is significantly lower than the regional average, though there are marked discrepancies, for instance, between the 57% recorded in the municipality of Centuripe and the 27.4% (ISTAT estimates) in the provincial capital, Enna.

This is because 32% of the province’s water transmission mains are over 30 years old, although their operational condition is rated as “very poor” for 1.5% of them and “poor” or “insufficient” for 2.6%. The situation is similar for distribution networks, with 52% being over 30 years old; however, only 10% are classified as having “poor” or “insufficient” functionality.

Regarding the condition of the pipelines, 10% are rated as poor, 11.2% as mediocre, and 30% as sufficient, while no information is available for 17%. Data on the condition of the 64 reservoirs show that 17.2% are in poor condition, whereas the wells do not appear particularly aged. Of the 33 wells surveyed (two of which are inactive), 18.2% were constructed between 1950 and 1970, and only 6% are rated as having poor or very poor functionality (though no information is available for the remaining 15.2%). Finally, regarding the 25 water sources, 56% were constructed before 1950, 36% between 1950 and 1970, and 4% after 1990. However, data on functionality indicate that only 24% are classified as being in poor (12%) or very poor (12%) condition.

Management arrangements are rather complex: for the water supply and distribution service, the following operators have been identified: 20 direct municipal operations; two public entities (EAS and the Enna Industrial Development Area/ASI); two special agencies (ASEN and the Inter-municipal Consortium); and, finally, a private operator, ENEL, which manages the Ancipa reservoir.
